Where to find a personal loan with fair credit?

I'll try to be as detailed as I can.
I live in NC. I google search this question but all I can find are sites that I don't really trust and don't want to give too much information to without being able to trust them fully.

My goal is a 23K loan which would pay off everything I owe, including future rent, car, credit cards, and little various things. I can pay back in 3 years as long as the minimum payment is low enough that interest added wouldn't go over my maximum monthly payment that I can afford. Possibly less than 3 years but that's my goal.

My credit score is low but upon further review, a loaner would see that I haven't been late on anything within the past 2 years. I'm stuck paying monthly minimum payments right now because of all the little things adding up and I feel like I'm not really getting anywhere. A loan to pay off everything would literally make my life better and quickly improve my credit score because my income to debt ratio would look a lot better. I would also be able to save and have some breathing room and be overall less financially stressed. With future rent and stuff included, it would make the one loan monthly payment less than what all my monthly payments added together are right now.

I can't seem to find this. Any loan less than 23K would be worthless since I'll still have to pay some things on top of paying the loan back.

Is this possible? If so, how and where? Is there any help out there for situations like this?
okay, what about 12K? pay back in 36 months (definately less depending on interest and montly payment, but AT MOST 3 years for sure). Is that one possible?
I know people say don't go into debt to pay off debt but in my case, if I can get these little circumstances to factor in, it would actually work out better for me.

Just wondering, I am about 2000 dollars in debt, which isn't a lot. I am going to pay it immediately even though its been sitting there for 7 months or so already. Once I pay, how long do I wait to apply for another credit card? This time around I plan on being more responsible.
I'm not sure of my credit score but I have good credit with my current mobile company.

I owe 1000 to my last mobile company
and another 1000 approximately to my Mastercard

Why do debit checking account bank cards even bother to have a pin number since they have the visa or mc logo?

They can be run as credit cards anywhere.
So why bother with a PIN number?

Only use regular credit card - not attached to a checking account.

This is not something I would do - just curious.

How would you get a cash advance?
It's through a credit union in another state.
Would I have to go to an ATM and have a pin number with me?
Or is this something you can walk in any bank and do?
I imagine you would pay ATM fees - that's obvious.
Could you take ,000 out of an ATM at one with with the credit card?

Note: This is out of curiousity - not something I would entertain.

why won't my wireless internet card connect to unsecured networks in range?

i have a dell laptop that came with a wireless internet card. normally the card will find all wireless networks in range, including secured and unsecured networks. it will usuually auto-connect with the unsecured networks, like netgear or linksys, but sometimes it just sits there, doesn't autoconnect, and when i try to manually connect, it just keeps trying over and over without ever connecting. retarting the computer and disabling/enabling the wireless card don't help. any ideas?

Can you use Paypal with a Visa gift card?

Im trying to buy something off eBay so i set up a Paypal account, and attached it to a Visa gift card i have. But, when i go onto my account it says my balance is zero. I checked the Visa card to make sure there was still money on it and there is. So how come it says there is no money in my account, or does it not work using a Visa gift card.

I have a question that I can't find the answer to, and Google is not being particularly helpful (maybe I'm just not good at searching). The question goes as follows:

What restrictions do issuing agencies place on the use of debit and credit cards?

Would there be some sort of ceiling limit on transactions? Restrictions on what you can buy with it?

Normally I wouldn't ask but I'm stuck and desperate :/ Please help!
