I think it means they are just looking into your credit history further and need more time to decide. Not positive but it is my assumption.
they may be having difficulty in verifying your credit history. Give them at least ten working days before you get your hopes up.
If you filed for a credit card on line then the creditor has to notify you in writing why your application was rejected. This is most likely the reason why you get that message. It is a stall tactic.
Or, it is one of those many junk credit referral sites that take forever to find you a creditor that will accept your application.
