What bank or program provides prepaid debit cards for teens with no monthly fees?

im looking for a pre paid debit card where i dont need a cosigner and theres no hidden monthly fees. and then just pay it off bit by bit. please help!

walmart has those prepaid reloadable visas but i think the first time u activate its $9 and then $3 for every time u reload money onto it.
