You must do this in writting to the credit card company, this is the only way you can preserve your rights. The statement you received should have an address to send disputes to. You just need to state that you never received the wheels and have tried unsuccessfully to work it out with the shop. During this time you are not required to make the payment on the disputed amount, and they can not collect interest or late payment charges because of it.
When you send the letter send it by Certified mail with a Return Receipt with Signature to prove they got it.
If the allow your dispute they will credit back the money. If they disallow the dispute you will have to pay the bill. But you then can go after the shop in small claims court for the money.
Dispute your claim with the credit card company to have the charge removed because you have not received any goods. Also note that you tried to work it out shop but they stubbornly refused.
Call the credit card company. They will guide through the steps required to dispute the charge.

The card company will enter a credit in your account for the money to you immediately when you send a written complaint. Also send a copy of the letter to the Better Business Bureau. Good Luck!
Do not call the store. Call the company that issued the card to you. The first step they will tell you to take, is to contact the merchant, which you have already done without resolution. The card company will investigate from there. I am not sure about any government agency, but the card company is obligated to investigate a dispute. Just document everything. Take pics of your car, on a camera that will date stamp the photo.
Call the credit issuer, not the store…tell them you need to submit a dispute for a charge that you never recieved the goods for. You may have to fill out a form or sign something stating you never recieved the goods.
There isn’t really a government agency you can report this to, to get your money back…but you could report them to the better business bureau.
You need to make your credit card company aware of this. They will dispute the charge, and reverse it.
